PUBLIC NOTICE
Lyon County Secondary Roads has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through Iowa’s Homeland Security and Emergency Management Division (IHSEMD) as a sub- recipient.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Project Title: 803006 – Lyon County – Bridge Replacement – 04W FHWA No. 231260, PA-07-IA-4796-PW-00673
Location of Proposed Work:
• 04W Bridge 140th Street Lyon County, Iowa
• GPS Coordinates: 43.44753, -96.21786
Special Flood Hazard Area Zone:
This project will perform work in an A Zone or the area of 1% annual chance of flood risk, per Lyon County FIRM panel 191190275D, dated 09/24/2021.
Proposed Work and Purpose:
Lyon County Secondary Roads proposes to use FEMA Public Assistance Grant funds to complete repairs to the Lyon County FHWA Bridge #231260. Project restores area to pre-disaster condition with no mitigation.
A. Remove and replace, Deck, 26 CY of Reinforcing Concrete, (23 feet L X 20 feet W X .75 Inch Thick) each side of approach road
B. Replace 28 Piles (25 Feet Long X 16 Inch Diameter)
C. Replace 4 Timber Caps, 22 FT long x 6 IN wide x 6 IN thick
D. Replace 84 Timber Abutments, 22 FT long x 12 IN high x 3 IN thick
E. Replace 8 Steel Guard Rails, 22 FT long x 2 IN in diameter
F. Replace 4 Cross Bracing, 28 FT long x 12 IN wide x 3 IN thick.
G. Replace 9 Metal I-Beam, 22 FT long
H. Replace 9 Reinforcing Metal Bars, 1.5 FT long.
Project Alternatives:
Alternative #1 (No Action): The no-action alternative would not be appropriate because it would increase the flood risk and result in additional damage to the Lyon County FHWA Bridge.
Alternative #2 (Repair In-Kind): This is the option being pursued by this grant. Work will restore the Lyon County FHWA Bridge back to pre-disaster condition, function, and capacity.
Alternative #3 (Mitigation): No Mitigation is proposed with this project.

This will serve as the final public notice regarding the above‐described action funded by the FEMA PA program. All comments received can be submitted online, via email, to FEMA at fema-r7-ehp-publiccomment@fema.dhs.gov. Please use the subject line: “DR-4796-PW-673, Lyon County Bridge Floodplain Comment.”
Interested persons may also submit comments and questions in writing, or request a map of this specific project, by writing to the Federal Emergency Management Agency, Region 7 Office, 11224 Holmes Road, Kansas City, MO 64131. Written comments should be sent with the subject line “DR-4796-PW-673, Lyon County Bridge Floodplain Comment” to the above address within 15 days of the date of posting.
All comments are due by no later than 15 days of the posted date of this notice.

posted 10/8/25 · Engineering & Secondary Roads As part of the FEMA environmental compliance review process for a Public Assistance-funded project for the Lyon County – Bridge Replacement – 04W FHWA No. 231260, we have determined the project site area is within the Special Flood Hazard Area Zone A (the 100-year floodplain). In order to comply with Executive Order 11988 and 11990, FEMA is required to complete an 8-Step determination review, per 44 CFR Part 9, regarding floodplain management and protection of wetlands. A Final Public Notice is required as part of the review (44 CFR 9.12).
