Lyon County Secondary Roads has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through Iowa’s Homeland Security and Emergency Management Division (IHSEMD) as a sub-applicant.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Location of Proposed Work:
190th Street culvert is on 190th Street between Goldfinch Ave and Grant Ave crossing the creek.
GPS: 43.37540, -96.20476.
Special Flood Hazard Area Zone:
This project will perform work in the zone A, known as the area of 1% annual chance of flooding, per Lyon County FIRM panel 19119C0275D, effective on 09/24/2021.
Proposed Work and Purpose:
Lyon County Secondary Roads proposes to use FEMA Public Assistance Grant funds to bring the damaged culvert up to codes and standards by repairing the 190th Steet Culvert. The repairs will replace the current culvert with a Twin 12' x 7' x 48' Reinforced Concrete Box Culvert, reshaping the area to allow the new box culvert to fit correctly. Heavy rains and potential flooding would further undermine the damaged elements and create a larger issue for the public in the future.
Project Alternatives:
Alternative #1 (No Action): The no-action alternative would not be appropriate because it would leave Lyon County Secondary Roads 190th street culvert in a damaged condition, exacerbating future flood risk.
Alternative #2 (Repair In-Kind): This is the option being pursued by this grant. Work will restore Lyon County Secondary Roads 190th street culvert by bring the culvert up to codes and standard.
Alternative #3 (Mitigation): The Lyon County Secondary Roads is not pursuing mitigation at this time, due to considerations of cost and timeline of design period.

This will serve as the final public notice regarding the above‐described action funded by the FEMA PA program.
